McKenna withdraws from school board race

John McKenna late Thursday withdrew his candidacy for a fifth term on the Carson School District Board of Trustees.

McKenna's candidacy was challenged by Secretary of State Ross Miller, because McKenna has served 12 years on that board since Nevada's term limits amendment took effect. While he initially challenged the ruling, arguing a 1996 Attorney General's opinion said the clock wouldn't start ticking on term limits until the 1998 election cycle, McKenna changed his mind and asked Carson Clerk-Recorder Alan Glover to pull his candidacy.

McKenna said he withdrew because he believed the battle was going to turn into a long, drawn-out process, potentially in the courts.

"This whole thing could be dragging on until next year and it only applies to five or 10 people and only applies this year," he said. "Not worth it."

He said he will be content to serve out his term, finishing with 16 years on the board.

Even though he exits the race because of the Secretary of State's challenge, McKenna must still file the state-mandated campaign contribution and expense reports required by law. Secretary of State's Elections Deputy Matt Griffin said those reports are required of any candidate once they file, whether their name is withdrawn or removed from the ballot for any reason.

He said it's not within his office's power to ignore that law.

The penalty for missing each report is a maximum $5,000 - a total fine of $15,000 if all three reports are missed.

McKenna's seat won't be vacant, however. It drew two candidates Friday: Steve Reynolds and Kim Donner, both newcomers to the process. Reynolds is currently on the Carson City Planning Commission. Donner is owner of D'Vine Wine.

McKenna said he is backing Reynolds to replace him.

"I'm very glad Steve is running." he said. "He got a long, responsible career on volunteer boards in Carson City."

Griffin said Jonnie Pullman, a member of the Washoe board who was faced with the same challenge by Miller's office, also withdrew her candidacy Friday. He said she planned to file instead for the state board of education.
