Smaller Canyon Springs development proposal slated for January review
TRUCKEE, Calif. — In response to public comment and Truckee Planning Commission questioning last month, the project applicant of the heavily criticized Canyon Springs residential development is reworking the proposal into a scaled-down project.
When asked for more details this week regarding planned modifications, Christopher “Chip” Huck, a property owner of the Canyon Springs site and project manager, issued the following statement: “Currently we are evaluating plan modifications that improve overall project design, reduce units, increase open space connectivity and buffers, and further reduce impacts and concerns.
“We will look forward to sharing more information with the public in the near future.”
In a written request to John McLaughlin, the town of Truckee’s community development director, dated Nov. 25, Greg C. Gatto, an attorney for project applicant Canyon Springs Joint Venture, stated a modified project proposal is anticipated to be ready for presentation to the Truckee Planning Commission in January 2016.
CHANGE OF PLANS
Originally, the commission was slated to continue its two-night November hearing this week regarding the proposal for the eastern end of Truckee.
Yet, the town of Truckee issued a notice of cancellation of the Dec. 1 meeting the day before Thanksgiving, citing the applicant’s request for additional time.
“There was mutual agreement that there would not be enough time to present a modified (tentative) map at the Dec. 1 meeting,” Denyelle Nishimori, planning manager for the town of Truckee, said this week.
A new date for the hearing has not yet been determined, but it is anticipated to be held in January 2016, according to the town.
Once the date is selected, the meeting will be re-noticed 10 days in advance to known interested parties, Nishimori said.
When the five-member commission reconvenes, it will include presentations from town staff and the project applicant focused on proposed changes, another round of public comment, and an opportunity for the commission to ask additional clarifying questions, she said.
At its last Canyon Springs hearing on Nov. 17, the Truckee Planning Commission spent roughly five hours asking clarifying questions directed toward town staff, the project applicant and consultants on the multi-acre residential development.
Topics included traffic impacts, greenhouse gas emissions and thresholds, deer use of the project site, cumulative impacts, consistency with the town’s general plan and adequacy of the environmental document.
RESPONDING TO PUBLIC COMMENT
The commissioners’ questioning reflected issues raised by the public and environmental groups during a four-hour hearing on Nov. 16, when public comment was taken and nearly 70 individuals made remarks.
Of all the commenters, only two spoke in favor of the development that most recently outlined 203 single family lots to be built out in phases on a roughly 284-acre plot of land near the Glenshire subdivision, a portion of which will be preserved for open space and public trails.
“As we recently informed you, the applicant for the Canyon Springs project has been working on a modified project proposal in response to public comment and Planning Commission questions raised during the November 16 and November 17, 2015 hearing,” Gatto wrote.
Since the Canyon Springs applicant is making modifications to its proposal, a previous deadline of Dec. 16 for the commission to make a ruling on the project has been nullified, Nishimori said.
Rather, a new 30-day deadline for a project decision will begin when the Planning Commission receives a revised project report, which is anticipate to occur in January, she said.
When asked if Mountain Area Preservation — an environmental group that has been vocal in its opposition to the Canyon Springs project — had a few words to share regarding the applicant’s decision, executive director Alexis Ollar said: “We will await the new proposal and provide comments then.”
