Lahontan presents Martis Valley expansion plans
The subdivision of Lahontan presented expansion plans during the last Martis Valley Community Plan Citizens’ Committee meeting, which is one of the last pieces of information requested by Placer County’s planning department before closing the door to update the Martis Valley general plan.
Lahontan plans to submit a development application for the the Hopkins property, 285 acres on both sides of Schaefer Mill Road just east of Highway 267, this February. The plan calls for 70 residential units, an 18-hole golf course and maintenance buildings designed to look like barns.
The final proposed development for Lahontan is located on the Siller property, a 2,160-acre parcel south of the existing Lahontan subdivision which extends to the base of Northstar-at-Tahoe’s Lookout Mountain. Plans include up to 1,000 residential units, an 18-hole course with a clubhouse facility and ski base village.
Lahontan 2, already in progress with Placer County, consists of 73 lots and a 9 hole executive golf course. The property is located adjacent to the north boundary of the existing Lahontan subdivision.
The 15-member board for the Community Plan Citizen’s Committee was created for the purpose of working with the Placer County planning staff on the preparation of an update to the 1975 Martis Valley general plan. The Committee serves as a liaison between the staff, agencies and property owners in the area, and provides input on issues related to the update of the plan.
“In rough numbers, as many as 10,000 units were included in the 1974 general plan for Martis Valley,” said Placer County planner Fred Yeager. “The plan requires an update because it’s outdated, and because there are new ways of mitigating (conflicts).”
The Martis Valley update effort focuses on updating the data, policies and implementation measures contained in the plan, which county officials say is no longer current. It is expected that there will not be major changes in land use designations as a result of the update.
Northstar, Lahontan, Eaglewood and Waddle Ranch all own property within Martis Valley. With the presentation and anticipated submission of plans by Lahontan, only Waddle Ranch has yet to submit development plans before the planning department in Placer County commences the update.
“It doesn’t seem like anybody except for Northstar is concerned about building employee housing. I guess (Lahontan) is planning on doing the same thing as Intrawest,” said Mike Moretti, committee member and general manager for the Northstar Property Owner’s Association.
Developers in Placer County are given the option of paying fees if they don’t provide plans for accommodating the service personnel required to make the developments happen.
“Everybody in town is screaming for personnel, and the personnel is screaming for affordable housing,” said Moretti.
“Lahontan is saying this is what they would like to do, which is residential development that is much less dense,” said Yeager, who added that residential units in Lahontan would be less than 50 percent as dense as residential neighborhoods described in the old general plan.
“Their notion for development is larger lots than are typically found at Northstar, or Ponderosa Palisades or Tahoe Donner, and apparently there is a market for that out there because they have sold,” he said.
Yeager said it is more expensive to provide services to larger lots. The infrastructure lines are all longer. Emergency crews would take longer. “Whether or not they want to put up with a change in service is a serious issue,” he said.
