One measure passed, another fails

On Election Day the dream of funding Placer Legacy, an open space and agricultural conservation program, failed when 72 percent of Placer County’s voters voted against the quarter-cent sales tax.

But voters approved Measure V, an advisory measure, creating a paradox.

“It’s kind of funny, people liked the concept, but when they saw the sales tax they didn’t want the tax,” said Steve Kastan, field deputy for Rex Bloomfield, Placer County Supervisor.

Now Placer County is forced to find other ways to fund the program.

“We’ll do the best we can to find funding,” said Anita Yoder, Placer County public information officer.

“It shows that people agree that open space needs to be preserved, but at the same time voters don’t want to pay for it,” said Yoder.

After over a year of planning, Placer Legacy would have preserved water quality, saved farmland and protected habitat for wildlife.

Although a blow to the financial backing of Placer Legacy, the county remains optimistic about Placer Legacy.

Staff will apply for grants, fund raising and continue to look for other sources of funding, said Yoder.

One of the problems with the ballot measure may have been it was a general tax that went into Placer County’s general fund.

“A specific tax takes two-thirds of the vote,” said Kastan about why the tax was a general-fund tax.
