IVGID GM’s Corner: What to look for with new trash policy

INCLINE VILLAGE, Nev. — In my February 4, 2016, column (bit.ly/2avnjBe) I asked the following question: What local government issue generates the most emotionally charged discussion?
Here was my answer:
If you had asked me that at the start of my career, I would have assumed it was a contentious land use issue such as an infill condo project or a fast food restaurant with a drive through going in next to an existing neighborhood.
And I've certainly lived through my share of each of those scenarios. I've likely spent several years of my life dealing with those sorts of issues.
However, while land use issues generate lots of energy for those directly impacted by the project, they typically don't generate community-wide angst.
I've found that nothing can energize the entire community more than trash collection.

It seems as though all of us have a strong opinion as to the type, size, and even color of our trash bins. We all have differing views on recycling, what to recycle, how frequently to recycle and how to separate our recycling. And all of us with yard waste have plenty of varying views on when, what and how that should be collected.
When it comes to excitement over trash, I've found Incline to be exceptional in the level of interest. Not only do we have strong opinions about trash, there is plenty of energy regarding the impact of trash on our wildlife, our health and the overall aesthetics related to trash collection in the community.
NEW TRASH SERVICE
That column went on to chronicle the process IVGID was undertaking to update trash collection for the community.
After multiple public meetings, public outreach and input, hundreds of interactions with community members and an intensive negotiating process with Waste Management, the IVGID Board approved a new franchise agreement on July 7 at a publicly noticed meeting.
This new contract incorporates much of the public input received over the past few years and updates our collection process to be compliant with the current county, state and federal requirements.
The biggest change for our curbside collection customers is the requirement that all trash be collected in a Waste Management provided container or a bear box.
This is mandated by Washoe County Code. By popular demand, the new agreement also increases recycling collection from every other week to weekly; the yard waste program has been extended from 12 weeks to 16 weeks and 72 stickers to 96 stickers.
For those of you who would prefer dropping off your trash at the transfer station, that is now formally included in the agreement as well.
Customers may also bring up to four truckloads of trash per year to the transfer station at no cost. We will also continue to offer the SHARPs program and the side yard service for disabled customers.
Both commercial and residential customers will also be subject to a zero tolerance program for wildlife offenses. All violators will be required to use a wildlife proof container or bear box.

For residential customers, these mandated changes as well as the enhanced services will increase monthly cost by $2.17.
However, there is a good chance that you will end up saving money under the new program. Your monthly cost includes two 64-gallon containers for trash and recycling.
When a container wears out, Waste Management will provide you with a new container at no additional cost. You will also no longer incur the cost of buying blue bags.
If you don't have room for the 64-gallon trash container, you can easily downsize to a 32-gallon container. However, Waste Management has found that most consumers prefer the 64-gallon.
It is only two inches wider in circumference than the typical 32-gallon trash can now used by most residents.
The new agreement also includes the option to have a wildlife resistant trash container at a higher rental rate. The District will continue to encourage the purchase of bear boxes (also referred to as bear sheds) by increasing the rebate for bear boxes from $150 to $300.
In addition, bear box users receive a reduced rate for trash pickup, and may continue to place their recycled materials in their box or use a Waste Management supplied container at no additional cost.
Your new trash containers are scheduled to arrive in September. Be sure to be on the lookout!
