PC2 workshop a success
Although opinions still differ on the nature of development in Planned Community Two, those who attended the town-hosted workshop and tour of the site last week agreed on one point – the presentation was a great success.
“I thought the field trip was informative for everyone that went on it,” Truckee Community Development Director Tony Lashbrook said. “We could have spent many hours out in the field. People wanted to get a close look at everything and understand the property.”
Lashbrook said about 75 people attended the town public participation workshop at the recreation center downtown Tuesday, July 14, and traveled by bus and car to the property, located north of Interstate 80 along both sides of Highway 89.
The group toured the proposed commercial area, located between Interstate 80, Highway 89 and the proposed Highway 267 Bypass, and then traveled to the proposed lodging and residential portion near Prosser Dam Road and the proposed school and public area on Alder Drive. Planned Community 2 is the proposed site of Boca Sierra Estates, a development which includes a commercial center, golf course, hotel, clubhouse and residential areas.
“Generally, people realized this is a big piece of property,” Lashbrook said. “The enormity of the bypass hit home for people. That’s quite a big cut.”
The roadbed of the bypass will lie well below current ground level as it ties into Highway 89.
“One of the things I thought was productive is that people got a real feeling for where development is proposed,” Lashbrook said. “I was impressed by the number of people involved who were not typical town hall meeting-goers.”
Local businessman Steve Frisch, Mountain Area Preservation Foundation member, said the tour was informative, and raised some interesting questions.
“A lot of good questions came out of it, particularly questions related to the commercial island, pedestrian access to the pedestrian island, and the viability of a hotel on the property,” Frisch said. “The real telling factor was standing in the middle of the commercial island, and seeing where the bypass is coming in and where the existing Highway 89 North is.”
Frisch said in addition to concerns about the viability of a 300-room hotel on the site, he believes there are significant issues in meadow management facing developers.
“A lot of housing and golf course areas are adjacent to the meadows on the land,” he said. “I personally see a need for land management plans on the property.”
Frisch said the tour and workshop were well-planned.
“I thought it was a pretty good workshop and brought up good issues,” he said. “It was well-run, and an example of what we need to do in this town to get people involved in planning. If anything, we need to go further. If you want to reach a consensus, you need a strong plan for public participation.”
He said more public participation programs should be included in the planning department’s budget, in order to get even more people involved.
Another tour of the site is planned as part of the public participation workshop Saturday, July 25 at the Northwoods Clubhouse in Tahoe Donner. The workshop begins at 2 p.m.
Lashbrook said a larger bus will be provided for the site tour, which departs from the clubhouse following some introductory information and an orientation regarding the summary plan. He said the tour and workshop should be completed by 5 p.m.
“The tour is designed to provide the public with a clear understanding of the location of Planned Community 2, areas where development and open space are proposed, and some of the key policy issues to be considered,” Lashbrook said.
The final workshop scheduled as a part of the series is planned for Tuesday, July 28, at 6 p.m. at the recreation center downtown. It will be devoted to discussion and comments regarding the summary plan.
