PD: Driver not at fault in Tahoe Donner death

A motorist who struck and killed a pedestrian in Tahoe Donner in February was not at fault in the accident, according to an investigation by Truckee police.

Guy Owens, a 27 year old from Cloverdale, Calif., was walking downhill on Northwoods Boulevard just south of Fjord Road after midnight on Feb. 26 when he was struck by a van, according to the Truckee Police Department. Emergency responders took Owens to Tahoe Forest Hospital where he was pronounced dead.

After re-creating the collision scene, reviewing autopsy reports and conducting interviews, Truckee police determined the accident was primarily caused by Owens walking in the roadway. Pedestrians walking in the street, without being in a crosswalk, must yield to vehicles, according to California traffic law.



Owens had a blood alcohol level of greater than .20 at the time of the collision, according to toxicology reports. He did not have drugs in his system, according to the autopsy.

The driver of the van, a Truckee resident, had no alcohol or drugs in his system at the time of the crash, police said. He was driving within the posted speed limit, Truckee police said.



The collision occurred at a curve in the road, and a lack of street lighting coupled with Owens’ dark clothing may have been a factor in the crash, police said.
