Two key issues facing Coldstream project
Before Planned Community One in Truckee can become a model for re-using land previously used for mining, a few issues need to be ironed out.Residents and local organizations voiced concerns over Deerfield Drive and Donner Memorial State Park when they were given a chance to speak at Thursdays Town Council meeting. Mike Isle, Colstream PC 1s project manager, and Dale Chreighton, from SCO Planning & Engineering, presented current plans for Coldstream along with town staff, outlining some of the major points of the project.The development will serve as a model for re-using land previously used for mining, Isle said, only using 2.2 acres of landfill in development around the propertys man-made ponds.As part of the projects goal to improve the ponds, habitat islands will be created by re-forming the current dikes, Isle said.Current plans call for making the Deerfield Drive connection circuitous. Chreighton said. This would discourage its use as an alternative to Donner Pass Road or even Interstate 80.As for the projects proximity to Donner Memorial State Park, plans include a 40 to 50 foot buffer of existing trees and plants between the western edge of the development and the state park, Chreighton said.The Town Council members agreed with most of the Planning Commissions previous recommendations, but wanted other issues explored further, said Vice Mayor Richard Anderson.Council members wanted more consideration be given to the border with the state park, hopefully making the boundary less urban, Anderson said.The council also asked for studies on the impact of connecting Deerfield Drive, and Anderson suggested an alternative that would connect in the middle of Deerfield, leaving the western end a cul-de-sac, he said.Other points of discussion among the council members included public access on and around the ponds, the impact of trails on habitat, and who would have access to the proposed recreation center, Anderson said.
Residents and property owners in the Deerfield Drive area were vocal about their concerns regarding the street.Allen Marshall, a property owner, said he was concerned about the Coldstream project, but not against it. Connecting Deerfield Drive would be a way to transfer traffic from Donner Pass Road, which he was against, Marshall said.We shouldnt pretend we are a small town and get a four lane road if we need it, he said, referring to Donner Pass Road.Marshall said that he felt that current residents were getting a second seat to future residents.
Ken Anderson from California State Parks, read from a letter to the Town of Truckee and the developers. He said that the agency protested the large and dense development adjacent to the park, and asked for more open space on the western side of the project, moving more development to the eastern side, closer to town. He also asked that the buffer between the state park and PC-1 be 200 feet instead of the 40 to 50 feet that the developers proposed.
Breeze Cross from WHATT addressed the plan to distribute affordable housing throughout the development, saying that doing so would discourage rental.Rental housing requires consolidation, dispersing affordable housing would encourage owning rather than renting, Cross said.Another issue in the plan that Cross commented on was counting secondary housing towards affordable housing, saying that the town could not regulate whether or not second units would always be rented for affordable housing.
Leigh Fitzpatrick, the executive director of the Truckee Trails Foundation, said he believed that PC-1 has potential to add substantially to both alternative transportation and recreation trails in Truckee.He expressed concern over the Legacy Trail, however, and if the current Coldstream plan was addressing the section of that trail that would cross through the development.
John Eaton, president of the Mountain Area Preservation Foundation, thought that the project did an OK job as far as developments go.He raised one issue concerning zoning in PC-1.Freeway commercial zoning on the northern part of the property would be inappropriate, Eaton said, and neighborhood commercial zoning would be better.
According to the Coldstream PC-1 summary plan, the development will include; A total of 178 acres at the base of Coldstream Canyon in west Truckee. 30,000 to 50,000 square feet of retail and office space. Over 100 acres of open space and recreation uses. A neighborhood recreation center. 364 mixed residential units.
