The solution to California’s problems is quite simple If the budget is not ready by the deadline all legislators’ pay (salary, insurance, car allowance, living expense, etc.) ceases. When the budget is ready the payments can resume but the lost pay is NOT made up. I realize this might impose a burden on the legislature ” after all they only have a year to prepare the budget.
