TAHOE CITY, Calif. andamp;#8212; Daveandamp;#8217;s-O the Headless Clown is part of Scarecrows on Parade in Tahoe City, where businesses, schools and nonprofits compete in several cateagories. Ferrell Hapgood, pictured, created Daveandamp;#8217;s-O for Tahoe Daveandamp;#8217;s Skis andamp; Boards with what they had around. andamp;#8220;It all worked out,andamp;#8221; said Hapgood.
