Truckee moves forward on Economic Vitality Strategic Plan contract

TRUCKEE, Calif. — On Tuesday, the Truckee Town Council approved a $59,945 contract with BAE Urban Economics to develop a new Economic Vitality Strategic Plan, aimed at guiding the town’s long-term economic development efforts.
The contract authorizes the Town Manager to move forward with the work, which is funded through the Town’s draft Fiscal Year 2026–27 budget under CIP2511. No additional appropriation is required.
The Strategic Plan will update Truckee’s economic development framework in alignment with the Town’s 2025–2027 Council Goals and 2040 General Action Plan, which calls for an updated strategy reflecting current economic conditions and community needs. The plan is intended to support local businesses, workforce stability, and long-term economic resiliency.
Town staff said the effort comes as Truckee continues to navigate workforce constraints, seasonal tourism-driven fluctuations, and broader regional economic pressures. The updated plan is expected to provide a coordinated framework to address these challenges and build on existing initiatives, including the 2040 General Plan, the R3 Playbook, and ongoing infrastructure and revitalization projects.
According to staff, the plan will move beyond broad recommendations by identifying phased, implementable strategies aligned with Town capacity and resources. It will also establish performance measures to track progress over time.
As part of the selection process, the Town issued a Request for Proposals and received submissions from 10 consulting teams. After review and interviews with four finalists, BAE Urban Economics was selected based on its experience with similar communities, understanding of Truckee’s economic landscape, and an implementation-focused approach.
Work on the project is expected to begin in summer 2026 following contract execution.
